German air passengers who want to travel to Berlin should plan ahead, said Daniel Fuchs, a professor of economics at the University of Zurich.
They should consider flights to the city from other cities that might be more accessible or cheaper.
And they should plan to get a refund if their tickets cost more than $400.

The city’s airport, which was built in 1939, is currently the only one in the world that can serve as a hub for international flights between the United States and Europe.
The city plans to add more hubs to serve the growing international market.
The plan has the blessing of German Chancellor Angela Merkel, who has urged travelers to come here to save on costs.

The airport has already been operating as a regional hub for German airlines and other major airlines since last year.
But the government wants to add hubs to help expand international flights.
The service will cost about $10 to book a seat for business class in a two-seater aircraft, which costs about $250.
And the airport will pay for the rest of the ticket cost, as well as the taxes and fees.
The airlines will pay the rest.
The flights, which will start in October, will operate as soon as the airports get permission to do so, a spokeswoman said.
Berlin, which is the city-state’s economic powerhouse, has become a major hub for foreign airlines since it opened its first international airport in 1933.
It’s a hub of global commerce for a continent where more than 80 percent of the people live in urban areas.
More than 4.5 million people live outside of Berlin, and its population is about 8.4 million.
The new services are part of a wider plan by the Berlin government to attract more visitors to the capital.
A spokeswoman for the city said that in 2019, it will start offering two- and three-seat flights to customers from other European cities.
The service will be available to travelers in the United Kingdom, Italy, France, Germany and Spain.
The airline’s Berlin hub, which opened in 2016, serves flights from major European cities and has been popular with tourists.
Berlin is the second largest city in the European Union after Dublin.
It also hosts the Brandenburg Gate, which symbolizes Germany’s reunification with the reunified European Union.
Berlins city hall, which hosts the state flag and is home to the Brandenberg Gate, is one of the main hubs for German international travel.

The German government said it will pay up to $20 for each passenger who gets a refund on a ticket booked at Berlin’s international hub, according to the government website.
But it said it would pay up only if the ticket price is more than the value of the tickets.
